3rd District Tournament Update:
District Tournament will be played at various sites this year including 1st and 2nd Round games at Red Wing, Prior Lake, Dundas and Eagan. Burnsville, Chaska will host 3rd Round games and Apple Valley will host 4th & 5th Rounds. Play will begin on July 30 and continue through August 3, 2008.

Tournament Rules and Guidelines: 2008 Third District Tournament Rules
1. Tournament shall be 16 team double elimination tournament supervised by Third District Director, Bob Zellmann.
2. Home Team shall be the highest seed the first night of competition. Thereafter, a daily coin flip shall determine Home Team. The Third Base dugout is designated as the Home Team dugout, however the host team in the tournament shall have the right to use their usual dugout regardless if they are home or visitors for that game.
3. No team shall be required to play more than two games in one day.
4. No tournament game shall start after 11:00PM local time.
5. All tournament games will be 9 Innings with the exception of the 10 Run Rule after 7 Innings.
6. No re-entry
7. Designated Hitter for Pitcher only.
8. No Courtesy Runners.
9. Must Slide Rule:
The intent of the rule is to avoid collisions between players for safety.
On any force play, the runner must slide on the ground and in direct line between the two bases. Exception: A runner need not slide directly into a base as long as the runner slides or runs in a direction away from the fielder to avoid making contact or altering the play of the fielder. “On the ground” means either a head-first slide or a slide with one leg and buttock on the ground. “Directly into a base” means the runner’s entire body (feet, legs, trunk and arms) must stay in a straight line between the bases.
10. Pitching Rule: No player may pitch more than a total of 12 Innings during any consecutive three day period. PENALTY: Game shall be forfeited if protest is filed with the umpire in chief before the last out of the game. No player may make more than four appearances as a pitcher during any consecutive three day period. NOTE: Should a double or triple play cause a pitcher to exceed the permitted 12 innings in three consecutive days; that action in and of itself shall not be construed as a violation of this rule. The official scorekeeper for the purpose of this rule violation must record 12 and 1/3 innings.
11. On the second trip to pitching mound, the pitcher must be removed from the pitching position, however, that pitcher may stay in game at another position. That pitcher may not return as a pitcher in that game.
12. Teams will either dress in the hotel or at home. No team shall dress at the ballpark unless dressing rooms are provided.
13. Any player or coach ejected from a game must leave the park and may not return while the game is in progress. The Tournament Director and umpire shall file an ejection report to the Third District Director.
14. All coaches not listed on the National Form #1 must identify themselves to the Tournament Director. All players and coaches must be in a like uniform in order to go onto the field or sit in the dugout.
15. Umpire staffs will be instructed to monitor and enforce the following:
A. Only one on-deck batter will be out of the dugout. Other personnel are to remain in the dugout, bullpen or coaches’ box. Umpires are also instructed to keep players off the dirt around home plate after a homerun.
B. Except for lengthy delays, the pitcher will be limited to five warm up throws between innings.
C. When warming up a pitcher in the bullpen, the catcher must wear a mask and a third player must protect in the bullpen from line drives and foul balls.
D. Uniforms: All players and coaches must wear a like uniform. Shirttails are to be tucked in.
E. List the first and last names, number and position on lineup cards. Include non-starters.
F. The umpires are expected to keep the games moving at all times, so expect verbal encouragement from them.
G. Any player, coach, manager or party accompanying a team may be ejected for the remainder of the game from the time of the rule infraction if they:
1. Use profane language in any manner
2. Make any unnecessary gestures in protesting an umpire’s decision. (Only the team manager
or coach may ask for a clarification of a rule.
3. Throw bats or any equipment
4. Make unnecessary gestures to fans, opposing players or coaches.
H. If an umpire ejects a player or a coach from the game, they shall be suspended for the remainder of the tournament, unless reinstated by the Tournament Director.
16. The National Anthem will be played at the first game each day, and the American Legion Code of Sportsmanship will be recited before each game. Sportsmanship Code reads as follows:

2008 3rd District Tournament
In 2008 the 3rd District is made up of 34 Teams. On July 21 the coaches seeding meeting will be held to seed all the teams into a best two of three sub-district series with play beginning on July 25 thru 27. The 33rd place team and the 32nd place team will play a play-in game with the winner taking the 32nd place for seeding. From there number 1 seed plays number 32 and number 2 seed plays number 31 and so on. The result is a field of 16 teams which advance to the 3rd District Double Elimination Tournament format hosted by Apple Valley Post 1776 on July 30 thru August 3rd. This year two teams advance to the 2008 Minnesota American Legion State Tournament to be held in Burnsville August 7 - 10.
